3/31/10 ECMC mails a letter to my home explaining of the recent theft of PII. 

I called the hot line, because I had never heard of them and was concerned that they were not only negligent, but had my info in the first place. Information provided to me was such that I was in default on at least one loan, and that it was active. The loans were roughly 20 years old. 

I called the government DOE, who confirmed all my student loans were paid in full.
I called ECMC back with this information, and finally they admitted that the loan(s) was indeed paid in full. Upon asking why that their systems indicated that at least one loan was still active, and had debt, the answer was this. "The Connecticut Student Loan Foundation recently closed, and we now have all their accounts".

My argument is clear, and simple. CSLF was the ONLY authority who could have closed that loan and reported it closed and paid in full to the government. 
It is highly unlikely, that CSLF would report the loan(s) paid in full to the government, and not closed it on their own books. It is even more unlikely that if I did owe an outstanding debt, not closed on the CSLF books, that they would simply just forget about it for 20 years. Loans are created out of thin air, with no backing, it's a major incentive to collect with interest and penalties and other charges. There is NO WAY that CSLF, would not have sent a collector on an unpaid balance. Therefor, the loan was closed on the CSLF books, and RE-OPENED like magic on the ECMC books.

What a grand coincidence that my data was stolen. Obvious marketing opportunity to get the old timers out of the woodwork, and start working on them for the possibilities. Had I not done my homework, I would have paid them 2000.00 from a debt I had closed 20 years ago.

Of course they had but ZERO choice to update their newly updated records. The killer here is, how can a company like this, who's claim is "a non profit organization", go unpunished for the obvious abuse, and negligent handling of PII data, and the blatantly obvious intent to commit fraud.

I feel very sorry for the people that are unable to see through this type of fraud, and countless people are about to be taken advantage of via fraudulent, corrupt and criminal behavior of a system where education is concerned.

Remember one thing if anything. There is no such thing as identity theft. Your social security number is attached to everything you do. Fear is used to make you think that somehow your identity has been stolen, when in fact the crime is plain and simply put, fraud against an institution who fails to properly identify, or use identification processes that have not already been compromised.

Your social security number, has already been compromised, and if that is how banks identify you, then they are in fact committing a crime of their own. It's called deception, fraud and coercion to continue to use a system, that they are in plain understand is not safe. Any system now using the social security number as a way to identify you, is acting in a criminal manner. The social security usage for identification MUST be stopped, and any an all institutions supporting them, must be put on the hook.

I will pursue a criminal and civil case against ECMC immediately.
